NGO members put together the Corruptour in an effort to combat impunity by exposing its inner workings to public scrutiny. Twice a week, the free tour departs from the centrally located Estela de Luz monument, a 341-foot tower which cost the public 100 million dollars to build – more than three times the Government’s initial estimate.
